yes im the guy thats makeign the d20. now mecromancer the skills to talents. anarchy will work differntly like store up anarchy as normal reload to early then you lose anarchy [if GM catches the reload] but max starting out will be 5 or 10 stacks. but as you gain stacks i think ist 10 that i had set up every 2 stacks at first was going to just let them be used to boost attack and damage [spend 1 stack get bonus to attack. spend 2 get bonus to damage] but now im thinking every 2 stacks you get +1 damage BUt -1 to attack to max of +5 to damage, -5 to attack. but then it gets to the discord part and if take the bonus stacks skill or talent. which would give normal 25 but in d20 it would give 10. This seems to powerfull with discord as it would allow it to last for like 20 turns if maxed out maybe reach rank can take it gives 5 max of 2 talents. and thus the anarchy more less becomes currency to buy bonuses for attacks that turn and store up stuff. not sure hwo discord works but for d20 if have it active which is premature reload and so on but while active can not gain more stacks till deactivated.
