I am terrible with coming up with personalities but I am thinking something like shy and timid.
History
Again I can not come up with anything but I did have an idea. The band on her neck is probably to restrain her power. As when she was younger she could not control her power. Probably because of this and events she became not very talkative and timid. She figures she will probably hurt more people so avoids talking to them and getting close.
(Yes I know this is probably a trope that's overdone.)
