After being absolutely amazed with Borderlands 2 and all the dlc's so far I've been daydreaming about content I wish was in the next Borderlands.
I've always loved thinking up ideas for games (and a few have them have gotten in now and then!) and I thought I'd just share what was on my heart/mind.
These are just working ideas and I'll probably change them a little later for further accuracy of what I'm thinking.

New Manufacturers and NEW styles for current Manufacturers to add!:
1) Underworld/Mobster Manufacturer type!
Scenario-Building Words:
Gear Traits
Rapid Fire Rates
Hard Hitting
Inaccurate
Sleek, Neat or downright makeshift designs
Obviously won't be the name, but this concept is really exciting to me. This style can look very interesting as it can centralize around a more advanced style of what we've seen as bandit. You have to think, in the Borderlands universe there would be organized crime, and with the ridiculous types of weapons, they would definitely have a stake in manufacturing weapons to get the job done.
Here's some types of cool weapon prefixes/suffixes that are just an example (Thesaurus): Mafioso, criminal, crook, godfather, goon, gunman, hood, hoodlum, hooligan, Outlaw, racketeer, thug, wiseguy etc.
The art-style would look quite professional, or downright dodgy. It doesn't have to follow the whole gangster look, but it can! huge sized clips like tommyguns, double-action jet black shotguns, quieter pistols with deadlier attached blades for that silent kill - the list could go on. As I can't draw, I can't describe how I see it visually, and I don't suggest slapping a simple Mafia feel onto the idea, it could be quite amazing since this is sci-fi! You could go full neon with them, make them hard hitters and they shoot loud, whatever! contribute! :D
And yes, if Gearbox felt like it, there could be some freaking awesome Violin-Case Machineguns, whatever man!

and yes, some of the concepts are already traits of current manufacturers, but the more the merrier! (they can even just be changed!)
- Incendiary Desperado (Rapid firing fire pistol, crowd control)
- Two-Timing Slugger (Hard hitting SMG, fires two bullets, close range)
- Bulletproof Hooligan (More Resilient to bullets, weaker to elemental effects)
- Smuggling Racketeer (Team finds % more ammo and money from drops)
- Smoking Goon (Large splash damage rocket launcher, lower damage, longer status effect)
- Venomous Outlaw (Corrosive, hard hitting Revolver) (Yes, a non Jakobs revolver)
I WISH I COULD FREAKING DRAW THE **** I'M SEEING IT LOOKS AWESOME GOD DAMNIT
2) Cracked Manufacturer
Risk/Reward play (unreliable at times) (yes, temporary hud "crashes" etc.)
8bit style look, very cracktro-esque
Possible Gear sounds (like the talking AI shield in BL2, but not chatty, just subtle) (i.e a manic bad quality evil laugh on critical kills)
Possible drop color modification, as displaced large pixels on the line
This is a controversial one to me. I've always had ideas for this kind of thing and I don't even know if it could be a manufacturer or if it should be a whole e-tech thing where it's just slightly different versions of manufacturer weapons, which I would prefer.
I would like to note that I do not endorse cracking/illegal downloads and whatnot, but I must say that the Warez Scene and their Crack Intros are quite interesting, especially if you mix that style right into weapons. I originally had presented this for my own game concept in game design class, it was added to my dream game concept as a type of weapons modification. I don't think it'll ever come to fruition and regardless of what you might think, I believe these ideas to be quite potent if executed correctly.
As you see, many weapons in sci-fi games have interfaces and all sorts of tech on them. Obviously, there are still going to be people out there who want to tinker, tweak and mess with things - why wouldn't they make their own modifications to weapons/interfaces with their own crew's modifications and tags? The little interface screen you see on some sniper rifles, might instead have a random little pixelated character or something random, and the weapons themselves would function a little.. differently.
Some ideas of Cracked Manufacturer weapons:
(These aren't necessarily cracked, but I can't think of a better name!)
Overclocked Prefix: Higher Elemental Damage output, possibly higher fire rates, better digistruct speeds for Tediore, etc.
Of course some unique weapon designs, like plasma casters being unique to e-tech such as:
- flickering led screens or holographic displays
- jerry-rigged battery packs or wires, mixed parts (e.g. random out-of-place torgue part on a vladof rocket-launcher with badly drawn torgue logo) (like aftermarket)
Unique, often rarely heard added sound-effects to certain actions (like reloading, shooting) reminiscent of arcade game sounds. (1-ups, dying, poor quality audio like a cheesy bad guy laugh)
