Character Concept-The Defender

Hello people. This is my first thread post, so know that i'm a little new at this, and feedback will definitely be appreciated. I decided to make this character as i was getting sick of my pet characters and im to impatient to use any characters other than zero or the pets, so i thought of this.
( fyi: all names of everything up for change)

John was a crimson lance defender, than his general got killed by the vault hunters. When Handsome Jack came to Pandora, John ran. Than when he heard about the new vault, John decided to help the new vault hunters and kick handsome jack off Pandora for good.

Riot Time: John digitally constructs a shield that negates any and all bullet damage that hits the shield.Gun use is restricted. Movement and melee speed reduced by 25%, melee power increased by 200%. Lasts for 30 seconds, has a 60 second cool-down.

Melee wepon: ARMORED GLOVE

Silent Riot:
Tier one:

Rubber Shield: enemy bullets have a chance to bounce off of the juggernaut's shield. (2.5, 5, 7.5, 10, 12.25%)

Military Conditioning: Movement, melee, and reload speed are increased(mvmnt:5%, 7%, 10%, 13% 15%) melee: 2.5%, 3, 6, 9 12%(rld:4%, 8%, 12%, 15%, 17.5%)

Tier 2
Stayin Alive: increased health(10%, 15%, 20%, 25%, 30%)

105 MPH:Increases riot shield melee speed(2, 4, 6, 8, 10%)

Elemental catalyst: If an elementally charged round hits the shield, there is a small chance that the shield gains that elemental effect.(5%)

Tier 3

Sword VS Spear: increases melee distance( 2 foot, 3 foot, 4 ft, 5ft, 6ft)

Blunt Trauma: melee attacks have a chance to break enemy bones, slowing them down and decreasing their accuracy.(5, 10, 15, 20, 25%)

Razor Sharp: adds blades to the shield, increasing damage done by the shield.

Tier 4

Blood on the Ground: each enemy killed decreases the cooldown for the riot shield.( 10%, 15%, 20%, 25%, 30%)

FLANK THIS, A-HOLE: increases the size of the riot shield to 5.6 feet wide, enabling it to cover 2 allies and prevent flanking by enemies.

Tier 5

Cash Pinata: killing an enemy with the riot shield makes them drop extra money( 20,25,30,35%)

BOINK!: critical hits with the riot shield now turn the enemy into a flying projectile capable of injuring other enemies.

Tier 6

Transparent Rocket: pressing the grenade button while riot shield is active throws the riot shield, which has a contact activated explosive, which is capable of severely harming enemies.

No Survivors

Tier one

BRING IT ON!!!!: enables the use of a gun during riot time, aiming restricted, recoil increased by 75%, accuracy decreased by 60%.

Wall of Bullets: increases fire rate and clip size of all weapons.(3, 5, 8, 10%)

tier two

For fighting AND fun: all weapons used during riot time have a percentage to consume less ammo per shot.(5, 10, 15, 20, 25%)

No evidence, none: meleeing with the riot shield enemies has a chance to light them on fire.(10, 20, 30, 40, 50%)

Bullets are my Buddies: any rounds that hit your shield during riot time are not only repelled, but home in on enemies.

Tier three

Fire in the Hole: Grenades can be bounced back towards enemies when riot time is active.

Assault and Battery: Assault rifles have decreased recoil, increased accuracy, and light shock powers.(recoil, 12, 16, 20, 24, 28%) (accuracy, 4, 8, 12, 16, 20%) shock(3, 6, 9, 12, 15%).

Full Metal Jacket: All rounds deal increased damage, fly faster, and have a chance to penetrate multiple enemies. Damage( 9, 12, 15, 18, 21%) speed(2, 4, 6, 8, 10%)

Tier four

Deadly Force: kills increase the fire rate and base damage of weapons for a few seconds, and base melee damage is tripled. FR( 15%, 20%, 25, 30%, 35%)

Corrosive Glass: Melee attacks with the riot shield have a small chance to corrode an enemy.(1,2,3,4,5%)

cool rocket, brah: The riot shield now reflects rockets.

Tier five

Time to die: entering ffyl during riot time has a chance to instantly kill your attacker, or revive you. (kill)2,4,6,8,10%) (revive)1,2,3,4,5%)

Tier six

Shield Stability: all negative accuracy and recoil effects during riot time are abolished, and you gain heat vision on your shield, allowing you to see all enemies.

EOD

Tier 1

Explosives expert: Increased Explosive damage(5,10,15,20,25%)

Not one damn crack: explosive damage dealt to you during riot time only does a portion of its damage.(75,65,55,45,35%)

Tier 2

Rocket-man: Rocket lauchers become more accurate and have an increased fire rate.(accuracy) 20, 25, 30, 35, 40%) (fr)1,2,3,4,5%)

Grenade Accelerant: if a grenade damages you, you move faster for a few seconds(5,10,15,20,25%)

Shrapnel, heh: During riot time, explosives do no damage unless it is a direct hit.

Tier 3

my bullets are bombs: all weapons have a chance to detonate bullets on contact.(2,4,6,8,10%)

RIGHT IN YOUR FACE: grenades that hit enemies activate whatever effect they may have, or just simply explode.

Tier 4

Last hope: During riot time, all enemies will remain out of cover, and throw lots of grenades, and become less accurate.(accuracy) -5,-10,-15,-20-25%)

One Big Hit: your melee attacks has a chance to cause an explosion.(12, 16, 20, 24, 28%)

its cheap, but effective: tediore weapon reloads now cause bigger explosions that deal more damage.

Tier 5

I WANT, BIG BOOM: every explosions' radius becomes larger, A LOT LARGER.(40, 50, 60, 70, 80%)

Tier Six

EXPLOSIVE SMASH: Bashing an enemy with your riot shield makes them explode.
